As a result of the changes that have occurred over the last two decades in the construction industry, with the introduction of new technologies and management practices, a competency analysis to develop a foundation for curriculum and training program development was needed. This study uses a modification of the Delphi technique to identify competencies in order to update training requirements for plastering contractors in the next century. The Delphi model was developed in the 1950s, used to forecast future events, employing a series of intensive questionnaires interspersed with controlled-opinion feedback. Designed to extend its applicability to large competency data sets, the modified Rotational Delphi technique uses a large set of carefully selected items from various sources such as related competency profiles, reviews of literature and interviews. The Rotational Delphi technique aims to reduce the effects of bias due to group interaction, assures anonymity and provides controlled feedback to participants. Based on the outcomes of this study, the rotational approach represents a promising mechanism for extending the usefulness of the Delphi tool to larger data sets. Show less
